In that State there is a Minister.

Not a governor. Not a president. Not an elected official of any kind.

A minister.

An appointed officer. A man who holds no mandate from any voter in Rivers State. A man who is not even a card-carrying member of the party whose structure he just used to end a sitting governor's political career.

And yet, on the night of Wednesday May 20, 2026, Siminalayi Fubara, the Executive Governor of Rivers State, oil-rich, mandate-holding, constitutionally protected, sat down with his family and his associates and signed a withdrawal letter from the APC governorship primary.

The minister won.

The Beginning: How A Simple Disagreement Became A Three-Year War

When Fubara was sworn in on May 29, 2023, very few Nigerians outside Port Harcourt political circles knew his name.

Ayo Fayose, the former Ekiti governor and Wike ally, said it without apology earlier this year.

"Who is Governor Fubara? You didn't know Fubara three years ago. You never heard of a Fubara three years ago."

That was not an insult. That was a statement of fact that Fubara himself would not deny. He was an accountant. A technocrat. A man elevated from relative political obscurity to the governorship of Nigeria's most politically turbulent state because one powerful man pointed at him and said: this one.

That man was Nyesom Wike.

What nobody told Fubara before the swearing-in was the price of being chosen. The price was not gratitude. It was not acknowledgement. The price was total, continued, permanent submission to the man who made the choice.

Fubara refused to pay.

He began building his own political structures. He cultivated relationships outside Wike's orbit. He made decisions without clearing them through the minister. He behaved, in short, like a governor who believed his mandate came from the people who elected him rather than from the man who nominated him.

Wike decided to teach him a different lesson.

The Assembly Bomb, The Impeachment Threats and The State of Emergency

What followed was three years of escalating political warfare that consumed Rivers State's governance, traumatised its people, and eventually required presidential intervention not once, not twice, but multiple times.

Wike's allies in the Rivers State House of Assembly began impeachment proceedings against Fubara. The Assembly complex was bombed in 2024 in circumstances that remain officially unresolved. The crisis raged. Tinubu intervened. Peace was declared. The crisis resumed.

On March 18, 2025, Tinubu declared a state of emergency in Rivers State, suspending Fubara, his deputy Ngozi Odu, and members of the Rivers State House of Assembly following the prolonged political impasse.

A state of emergency. In a state that was not at war with any external enemy. The war was internal. Between a governor and the minister his godfather had become.

Six months of suspension. A state administrator installed. Rivers State governed by federal appointment while its elected governor sat at home.

When the suspension was lifted in September 2025, Fubara returned to Government House looking, by all accounts, like a man who had learned something.

But he had learned the wrong lesson.

The 001 Gambit: When Fubara Thought He Had Finally Won

In January 2026, Fubara made his boldest move. He defected from the PDP to the APC. He obtained APC membership form 001 at his ward. He declared himself the leader of the APC in Rivers State. He called himself 001.

For a brief, glorious moment, it looked like Fubara had outmanoeuvred his godfather.

Wike, who spoke on Sunday in Rivers State, was unimpressed: "He decamped to the APC with whom? What is 001? Let me tell you, there's nothing like 001 in the state. You register in your ward and local government, so if you are 001, it's in your ward. There's nothing like 001. There's nothing like I have registered in the state as 001. Everybody registered in their own ward."

He added: "As a governor, he has the state assembly to move with. He has the council chairmen, the party chairmen, and members of the National Assembly to move with. But in this case, with whom did he decamp?"

With whom did he decamp.

That question carried the entire verdict.

Fubara defected to the APC with a number on his membership card and very little else. The council chairmen, the local government structures, the House of Assembly members, the party ward executives, the delegate machinery that determines who wins a primary, all of that had already been captured by Wike's network months before Fubara arrived.

You cannot be 001 in a house where someone else already owns all the rooms.

Fayose delivered the verdict most cleanly from Wike's perspective:

"There's a difference between the office and 001. What brought about the 001? Who gave you the platform to call yourself 001? The Asiwaju that I know, the President of Nigeria that we know, will not get rid of a Wike for a Fubara."

Tinubu will not get rid of Wike for Fubara.

That was the sentence Fubara needed to hear in 2023, before he started behaving like a governor who believed Aso Rock was his insurance policy.

The Screening That Wrote The Verdict Before The Primary

Once the APC primaries process began, the outcome was no longer in doubt. It was only being announced in stages.

The APC House of Representatives Screening Committee disqualified three sitting lawmakers loyal to Fubara: Hon. Anderson Allison, Hon. Awaji-Inombek Abiante, and Hon. Boma Goodhead. All three had defected to the APC alongside Fubara. They were thanked for their loyalty with disqualification papers.

The Rivers State House of Assembly Screening Committee cleared 33 aspirants and disqualified 65 others. The pattern was consistent. Wike's loyalists cleared. Fubara's loyalists out.

When the APC National Secretary was asked about the pattern of clearances, he dismissed it. He said those who were cleared had done so through personal ambition and that the process was transparent. He saw nothing to explain.

In Naija politics, the man who controls the screening committee does not need to acknowledge what everyone watching the list can already read.

Fubara attended his own screening. He came out looking visibly downcast. He declined to speak to journalists.

The Wike camp's media aide Lere Olayinka reacted to Fubara's withdrawal by sharing a video of Fubara mocking Wike months earlier, comparing the minister's outbursts to a barking dog. Olayinka also noted that the Rivers governor has no candidate vying for Senate, House of Representatives, or State Assembly seats.

No candidate. In any chamber. In his own state. The man who called himself 001 will finish his term with no successor in his corner, no assembly members flying his flag, no senatorial candidate carrying his name.

That is not defeat. That is erasure.

The Night Fubara Surrendered

On Wednesday night, May 20, 2026, Fubara signed his name to a withdrawal letter and released it to the press.

He said: "After deep reflection and extensive consultations with my family, friends, and associates, I have taken the difficult but necessary decision to withdraw from the APC gubernatorial primaries. I do so with a full heart and with a firm commitment to support whoever emerges as the candidate of our great party."

He added: "Let it be clearly understood that I stepped aside not out of weakness, fear, or surrender, but out of conviction and sacrifice so that Rivers State may move forward in peace and unity. Leadership is ultimately about sacrifice. There comes a time when personal ambition must yield to the greater good of the people."

Not out of weakness. Not out of fear. Not out of surrender.

Said by a man who walked away from a primary where every one of his supporters had already been disqualified from every level of the ballot. A man whose loyalists lost the House of Representatives screening, the state assembly screening, and the senatorial screening before the governorship primary even held.

He did not step aside from strength. He was cornered so completely that stepping aside was the only move with any dignity left in it.

Tonye Cole withdrew Wednesday. Dax George-Kelly withdrew on Thursday morning.

Kingsley Chinda, who defected from PDP less than a month before, who served as House Minority Leader while simultaneously attending APC governorship screenings, who joined the APC with three weeks to spare and walked straight into the most powerful political position in Rivers State, is now the consensus candidate.

Wike's man. Walking into Government House.

Is Wike The New Jagaban?

Here is the question this story forces into the open.

Tinubu's political brand was built on exactly this model. The ability to exercise decisive influence over political outcomes in Lagos from positions that were not always the highest formal office. The ability to install and remove governors. The ability to make men and end careers. The ability to operate through structures rather than through titles.

Wike has now demonstrated that same capacity in Rivers State. From a ministerial appointment. In the opposition's own house. Against a sitting governor.

The parallel is uncomfortable for a lot of people. But it is accurate.

The difference between Tinubu's Lagos operation and Wike's Rivers operation is that Tinubu built his over twenty years. Wike is doing it while holding a federal cabinet position in a party whose membership he has not formally announced.

He is not in the APC. His loyalists are running on the APC platform. He is not an elected official. He is deciding who becomes the elected official. He holds no mandate from Rivers people. He is choosing who will hold the mandate of Rivers people.

In Naija politics, that is not just political power.

That is political wizardry.

And Fubara, who thought his mandate and his 001 membership number and his Aso Rock connections were enough to outlast it, found out yesterday night exactly how wrong he was.

The Final Word

This is the key of the Country.

In that Country there is a State.

In that State there is a Minister.

The minister is not the governor. But the minister decides who the governor will be.

The minister does not hold elected office. But the minister controls who holds elected office.

The minister is not in the party whose primary just ended. But the minister's candidate just won that primary without a single opponent standing against him.

He is right. It is.

But in Naija politics, the sacrifice is never made by the man at the top of the food chain.

It is always made by the man who forgot who put him there.

Siminalayi Fubara forgot. And on the night of May 20, 2026, with his withdrawal letter signed and Kingsley Chinda's path cleared, he paid the full price of that forgetting.

Emperor Wike did not need an election to win Rivers State.

He just needed patience, structure, and a presidency that valued his usefulness more than it valued Fubara's mandate.
